Since 1992, date of admission to the Portuguese Public Administration (at the time at Directorate General of Regional Development), I’ve been assigned to institutions responsible for management and implementation of the structural funds of the EU in the context of the community support frameworks and Regional Policy. 

After a long period at the Administration responsible for the management of the successive community support frameworks, working closely with the Operational Programs Management Authorities in the delivery mechanisms, I’ve been working at government offices responsible for this folder, with deeply involvement at programming negotiating of the European Structural and Investment Funds.

In 20 years of Regional Policy at UE level I’ve experienced 6 packages of regulations and worked with all kinds of programs: Regional Programs, Thematic Programs for Economics with State Aids, micro-finance, Infrastructural programs co-financed by the ERDF and Cohesion Fund, Educations and Training, and Social programs from ESF, Agricultural and Fisheries programs, LEADER initiatives, Urban initiatives, Community Instruments from EIB: JESSICA, JASPER and JEREMY, INTERREG programs, now Territorial Cooperation Programs, etc.

I have been worked bough at National and European level.  The possibility to perform functions in the European Administration (European Commission, Directorate-General for Regional Policy and Cohesion, in 1997 and between 2003 and 2005) allowed me to complete the cycle of knowledge about institutions with responsibilities in this area, extending the professional experience to the universe of international organizations.

My field of work was related with the management, monitoring, evaluation and control of instruments in support of public policies, especially in the framework of the regional development and cohesion policy. All my working experience is related to the management and implementation of programs and projects of European Union structural and EU funds in Portugal true the several periods and regulations that have supported these actions.

I have a definitive link at the Portuguese Public Administration, but I’m currently on unpaid leave and working for the Calouste Gulbenkian Foundation, assisting the Foundation in the preparation and management of co-financed projects in the field of social innovation, micro-finance, science, education and culture: Program for Employment and Social Innovation, ERASMUS +, HORIZONT 2020, Europe for Citizens, Creative Europe, and Operational Programs from the Portuguese Partnership agreement 2014-2020, etc.

At the moment my professional challenge is to be able to use and to share my experience to other professionals in the implementation of the Europe 2020 strategy and related programs, discuss questions put forward innovative ideas and provide advice and tools to better deliver and use the EU resources and achieve EU goals.
