Peace Building Fund Coordinator

Project title: Empowerment of Youth at Risk through Job Creation Programme in Areas of Tensions (Lebanon)

Scope of work: Through the Immediate Response Facility programme, UNRWA, UNICEF and the ILO focus on maintaining Palestine refugee youth away from violent paths and having them gainfully occupied, through selected high-impact projects, which would stabilize their socio-economic environment. The projects run by UNRWA and UNICEF involve vocational training, the establishment of a youth empowerment and job creation programme, and micro-credit facilities. In parallel, the ILO works towards the collection and analyses of data on the Palestinian labour force. Another aspect is the improvement of information on the demand-side of the Lebanese labour market which is undertaken through Lebanese national partners and NGOs, in coordination and conformity with existing programmes.

Serves Rendered:

  • Responsible for the day-to-day oversight of the implementation and coordination of activities which is valued above 2 million USD;
  • Responsible for the provision of technical inputs, day-to-day monitoring and backstopping;
  • Act as the liaison between the various project managers for any issues related to the implementation of the interventions, and for communication purposes;
  • Follow-up and support the implementation of the strategy and achievement of objectives set for employment and TVET (Technical and Vocational Education Training). The employment includes but not limited to apprenticeships and on the job training to the youth, improved employment services and Support to create businesses.   • Ensure coordination with UNICEF and ILO on the progress made on the implementation of the project.
  • Keep close contact with the other Agencies throughout the project to collect data on a monthly basis. Ensure each outcome is progressing according to schedule;
  • Alert the LFO Senior Management in case of any delays and provide recommendation and technical support;
  • Prepare the monthly, quarterly and annual reports;
  • Lead the design and implementation of a monitoring framework to track delivery against the IRF Outcome indicators. The Monitoring framework include targets and benchmarks to used to evaluate the effectiveness and impact of the intervention; conduct regular field visits to the various fund projects to monitor the quantity and quality of delivery then suggest correction measures to be in place;

Project Title: “Support to the Lebanese Palestinian Dialogue Committee”

LPDC is the civil side of the Lebanese government to deal with the Palestinian issues. As a result of the Lebanese Council of Ministers mandate in 2005, the LPDC was established as a committee from 7 ministries in order to provide consultation to the Prime Minister on the Palestinian file. The main partners are the United Nations Relief and Works Agency (UNRWA) and the Palestinian Liberation Organization (PLO) as the official representative of the Palestinian people.

 

Scope/Objective

Under the overall guidance of the National Focal Point and the direct supervision of the Project Manager, the Field Officer is responsible for establishing close relationships with local Lebanese and Palestinian stakeholders, and international partners and for identifying issues for follow-up at the local and national levels. The Field Officer will cover the Palestinian camps of Mieh Mieh, Ein el-Hilweh, El Buss, Burj El-Shemali, and Rashidieh, as well as surrounding municipalities.

 

Mandate of Activities:

 

  • Provide technical support and assistance in the application of government policy in all efforts and events relating to Palestinian refugees in Lebanon
  • Coordinate between the various ministries in the application of government policy
  • Collaborate with UNRWA on a range of issues including improvement of refugee camp infrastructure
  • Initiate and sustain dialogue with the various Palestinian groups and civil society
  • Coordinate with international and Arab donor countries to raise funds for the implementation of new policies
  • Promote dialogue and understanding between Lebanese and Palestinians
  • Maintain contacts with Lebanese political parties, religious leaders and civil society to promote government policy

Functions

  • Produce a monthly report of key development and issues on the ground for consideration by the LPDC Inter-Ministerial Committee which includes seven ministries.
  • In coordination with the Camp Improvement Initiative, follow-up on emerging issues (e.g. service provision; access; local initiatives; etc) with relevant counterparts at the local and/or national level.
  • Support the establishment and updating of a knowledge base/assessment on situation in all camps (economic, health, education, etc). Set the ground for the objective systematic data gathering and research.

Behavioral Counselor

Alternative Homes for Youth (AHFY) mission is to teach, support and model healthy skills to youth and families by providing therapeutic and educational interventions to end violence. 

It deals with troubled teens/juveniles (ages twelve through eighteen), who had been in jail and then put in a probation sentence due to their age.  They spend this period at AHFY under close supervision from the court, police department, and AHFY.  Monitoring and evaluations done by AHFY will determine the future of the teen whether to go back to jail or stay to finish the full program. Cases problems range from sex offenders to drug & gang related issues which could be the result of mental illness, learning disabilities, chaotic family environments, emotional or behavioral disorders, or sometimes just “poor choices”. 

The programs include residential treatment, drug and alcohol therapy, alternative educational programs and intensive individual, group and family therapy.  The agency offers a positive environment to explore life experiences and create positive futures.  Within the treatment program, they have opportunities to learn how to share common goals, build appropriate relationships, and discover and actualize their own self-worth.
